should be performed by a certified engineering <br /> geologist or registered geotechnical engineer prior <br /> to approval of the Specific Plan. All <br /> recommendations presented for levee design and <br /> improvements by the professionals must be implemented <br /> following review and approval by the San Joaquin <br /> County Flood Control Engineer , conducted under the <br /> FEMA requirements for the "Letter of Map Revision" <br /> process . Prior to approval of the Specific Plan, the <br /> Applicant must apply for and receive a "Conditional <br /> Letter of Map Revision" for proposed levee <br /> improvements . All levee work must be completed and <br /> approved and a "Letter of Map Revision" must be <br /> issued prior to any construction within the currently <br /> identified flood zone . <br /> • Regular inspection and maintenance of the levee must <br /> be performed to identify and correct any conditions <br /> that would destabilize the structure. The levee must <br /> be inspected semi-annually by the Community Services <br /> District ( "CDS" ) for the Project . The semi-annual <br /> inspections of the levee must specifically document <br /> evidence of erosion on the river side of the levee, <br /> excessive seepage on the landward slope (particularly <br /> at the toe of the slope) , rodent burrows , and levee <br /> crest subsidence. Identified problems should be <br /> corrected immediately by the CSD. <br /> • See FEIR, Section 4 . 7 . <br /> 0-2 . Potentially Significant Impact • Erosion From Runoff <br /> [ Impact 4 . 7-21 <br /> Increased runoff within the watershed and channel <br /> modification of Mountain House Creek could result in <br /> increased erosion. <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be mitigated by the <br /> following : <br /> • Although the Applicant has presented preliminary <br /> design measures to reduce the erosion hazards , a <br /> specific channel design and maintenance plan must be <br /> prepared and presented in the Specific Plan, which <br /> incorporates riparian vegetation to the greatest <br /> C2-36 <br /> 0189r/0202r <br />
