the Old River channel in the area of the proposed <br /> marina outlet . This plan will be subject to the <br /> requirements of dredging permits issued by the U. S . <br /> Army Corps of Engineers and must have provisions for <br /> controlling turbidity during dredging . The use of <br /> silt curtains in the dredging area to capture <br /> sediments must be addressed in the dredging plan. <br /> • Prior to obtaining a dredging permit , a disposal area <br /> for the dredged sediments must be established by the <br /> Applicant and approved by the Central Valley RWQCB . <br /> The disposal area must be identified in the <br /> recommended dredging plan. The characteristics and <br /> design of the dredge disposal area must minimize the <br /> potential discharge of sediments to surface water and <br /> potential discharge of contaminants to the surface <br /> water or groundwater . A sampling plan to evaluate <br /> the potential levels of contaminants within the <br /> sediments must be incorporated in the recommended <br /> dredging plan. The collected samples must , at a <br /> minimum, be analyzed for trace metals , salts , <br /> pesticides, and herbicides . <br /> • See FEIR, Section 4 . 7 . <br /> 0-4 . Potentially Significant Impact • Water Circulation <br /> [Impact 4 . 7-4] <br /> Inadequate water circulation would potentially create <br /> water quality problems within the proposed on-site marina . <br /> Finding: Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. The Regional <br /> Water Quality Control Board (RWQCB) and U. S. Army Corps <br /> of Engineers also have responsibility to implement these <br /> measures . <br /> Statement of Fact : The impact will be mitigated by the <br /> following : <br /> • Circulation within the proposed marina will be <br /> adequately provided, to reduce the potential for <br /> algal growth, through a forced circulation system <br /> which could pump water from Old River to the marina <br /> to mitigate thermal stratification and stagnation <br /> within the marina . A system capable of pumping <br /> 25 cfs would reduce water residence time in the <br /> marina to less than five days and reduce the <br /> C2-38 <br /> 0189r/0202r <br />
