potential for algal blooms (See FEIR
Appendix 10 . 12) . A pipeline right-of-way from Old
River to the southern portion of the marina must be
secured to operate the recommended forced circulation
system.
• Operation of the forced circulation system must be
made contingent on water temperature monitoring
within the marina .
• See FEIR, Section 4 . 7 .
0-5 . Potentially Significant Impact : Marina Construction
Impact on Water Ouality
[ Impact 4 . 7-51
Water quality in Old River could be impacted by increased
turbidity caused during construction of the proposed
marina .
Finding : Changes or alterations have been required in,
or incorporated into, the Project which avoid or
substantially lessen the significant environmental effect
as identified in the FEIR to a non-significant level .
These mitigation measures are listed below. The RWQCB
also has responsibility to implement this measure.
Statement of Fact : The impact will be mitigated by the
following :
• To mitigate the impact of construction activities at
the marina as much excavation and levee construction
as possible must be completed prior to breaching the
Old River levee. During levee breaching, a silt
curtain must be installed within Old River to trap
sediment carried into the river from the marina area .
• See FEIR, Section 4 . 7 .
0-6 . Potentially Significant Impact • Shallow Groundwater
Levels
[Impact 4 . 7-61
Ultimate development of the Project Site could cause a
rise in shallow groundwater levels as a result of removal
of subsurface drains .
Finding : Changes or alterations have been required in,
or incorporated into, the Project which avoid or
substantially lessen the significant environmental effect
as identified in the FEIR to a non-significant level .
These mitigation measures are listed below.
C2-39
0189r/0202r
