Statement of Fact : The impact will be mitigated by the following : • Any required road widening must protect mature trees . For example, when trees are located along the west side (e.g . , Patterson Pass Road) or south side (e .g . , Grant Line Road) , the area used for road widening should be the east or north sides , respectively. • The Specific Plan must include mapping of all mature on-site trees visible from existing and proposed roads . Provisions to protect existing mature trees , except those that may be unsafe due to age or overall conditions, must be included in the Specific Plan. • See FEIR, Section 4 . 8 . P-5 . Potentially Significant Impact • Light and Glare [ Impact 4 . 8-5] The Project could generate light and glare which would be visible from major roads , residences within the Project , and residences outside the Project . Finding : Changes or alterations have been required in, or incorporated into, the Project which avoid or substantially lessen the significant environmental effect as identified in the FEIR to a non-significant level . These mitigation measures are listed below. Statement of Fact : The impact will be mitigated by the following : • The Specific Plan must include specific descriptions of how light and glare from the Project would be minimized, including mechanisms such as screening of parking areas with evergreen trees, setbacks from residential neighborhoods adjacent to -commercial areas, and a design review process . The design review process must include review of lighting proposals and architectural materials .
