S . POPULATION, HOUSING, AND EMPLOYMENT <br /> S-1 . Potentially Significant Impact • Jobs/Housing Imbalance <br /> [ Impact 4 . 11-11 <br /> The Project is unlikely to attain a balance between jobs <br /> and housing, and if it does not , would exacerbate the <br /> imbalance between jobs and housing that currently exists <br /> in both the Tracy Planning Area and San Joaquin County. <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • The Public Services and Facilities Plan for the <br /> Project is required to include a Jobs/Housing Program <br /> and Monitoring Plan. The program must include <br /> specific actions to promote and secure jobs within <br /> the community. Goals of the program must include, <br /> but not be limited to : <br /> - Achievement of a ratio of one "in community" job <br /> for every employed community resident at <br /> buildout of the community, with substantial <br /> employment progress throughout the entire <br /> development period. <br /> Maximization of working community residents <br /> employed within the community. <br /> - An aggressive marketing program to attract jobs . <br /> A policy of land use allocation that would <br /> optimize fulfillment of the first three policies . <br /> • The Monitoring Plan must contain of annual reports of <br /> statistical data of the community' s employment, <br /> population, land use allocations, and other data <br /> necessary to measure the recommended changes in the <br /> Jobs/Housing program. Changes or modifications in <br /> the program may be mandated by the County after any <br /> particular annual review to ensure that the goals of <br /> the program are being fulfilled. <br /> • The Jobs/Housing Plan would substantially lessen the <br /> potential for a significant jobs/housing imbalance . <br /> C2-49 <br /> 0189r/0202r <br />
