The Monitoring Plan would help assure that to the <br /> extent that any significant imbalance exists , steps <br /> can be taken to remedy it , and to mitigate the impact <br /> of any such imbalance on other factors , such as <br /> transportation impacts and the maintenance of a <br /> healthy fiscal balance . <br /> • See FEIR, Section 4 . 11 <br /> S-2 . Potentially Significant Impact Affordable Housing <br /> [ Impact 4 . 11-21 <br /> The Project may not have a sufficient supply of housing <br /> that is affordable to workers employed in the community . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into , the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • Each phase of development must include a sufficient <br /> quantity of housing that is affordable to workers <br /> employed in the community. The necessary quantity <br /> and price ranges of this housing must be determined <br /> prior to the approval of each phase of development . <br /> overall , a minimum target for affordable units of 25 <br /> percent of total residential units should be <br /> achieved. Monitoring of the impact mitigation <br /> program would require a report that evaluates housing <br /> affordability for persons employed within the <br /> community. The Applicant in cooperation with the San <br /> Joaquin County Community Development Department shall <br /> be responsible for preparing the report and for <br /> ensuring compliance with the policy that the Project <br /> attain a jobs-housing balance. <br /> • To the extent necessary, Project shortfalls in <br /> affordable housing could be eliminated through the <br /> construction of more multi-family rental housing, <br /> while, for housing for low and very-low income <br /> households the County and the Applicant would need to <br /> work to obtain some form of subsidy to ensure its <br /> development . <br /> • See FEIR, Section 4 . 11 . <br /> C2-50 <br /> 0189r/0202r <br />
