Potentially Significant Impact : _ Low-income Affordable <br /> Housing <br /> [ Impact 4 . 11-3 ] <br /> The least-expensive housing proposed for development at <br /> the Project Site may not be affordable for low-income <br /> residents of San Joaquin County . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into , the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • Adopted Mitigation Measure 4 . 11-3 provides that the <br /> County should develop guidelines for an affordable <br /> housing plan for new communities . This plan would be <br /> part of the required Specific Plan and should be <br /> geared towards the unique housing mix requirements of <br /> a new town. Such a plan must be sensitive to the <br /> long term housing needs of the community, including <br /> future needs for retirement housing . <br /> • See FEIR, Section 4 . 11 . <br /> T.
