S-3 . Potentially Significant Impact : _ Low-income Affordable Housing [ Impact 4 . 11-3 ] The least-expensive housing proposed for development at the Project Site may not be affordable for low-income residents of San Joaquin County . Finding : Changes or alterations have been required in, or incorporated into , the Project which avoid or substantially lessen the significant environmental effect as identified in the FEIR to a non-significant level . These mitigation measures are listed below. Statement of Fact : The impact will be reduced by the following : • Adopted Mitigation Measure 4 . 11-3 provides that the County should develop guidelines for an affordable housing plan for new communities . This plan would be part of the required Specific Plan and should be geared towards the unique housing mix requirements of a new town. Such a plan must be sensitive to the long term housing needs of the community, including future needs for retirement housing . • See FEIR, Section 4 . 11 . T. PUBLIC HEALTH AND SAFETY T-1 . Potentially Significant Impact : Storage Tank Leakage [ Impact 4 . 12-11 Potential past or future releases of fuel products from storage tanks and/or pipelines may result in environmental degradation and public health hazards . Finding: Changes or alterations have been required in, or incorporated into, the Project which avoid or substantially lessen the significant environmental effect as identified in the FEIR to a non-significant level . These mitigation measures are listed below. Statement of Fact : The adoption of the following Mitigation Measures will assure that potential health and environmental risks are remediated prior to development of land uses which would expose people to these potential hazards : C2-51 0189r/0202r
