Potentially Significant Impact : Historic Pesticide/ <br /> Herbicide Residues <br /> [ Impact 4 . 12-21 <br /> Public and environmental health may be affected by <br /> potential historic pesticide and/or herbicide residues in <br /> the environment . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into , the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. The <br /> Department of Toxic Substances Control and RWQCB share <br /> responsibility for implementing some of these measures . <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • A preliminary assessment of the presence of chemical <br /> residues from pesticide and herbicide use should be <br /> completed by a qualified professional prior to <br /> approval of the Specific Plan. <br /> • Specific areas where pesticides and herbicides were <br /> stored, handled, or disposed of should be <br /> investigated prior to construction at the Project <br /> Site . <br /> • If chemicals were detected at concentrations that <br /> could pose a risk to the environment, remediation of <br /> the affected areas should be undertaken prior to <br /> Project construction. Remediation should be <br /> conducted in accordance with the requirements of <br /> either the California Department of Toxic Substances <br /> Control and/or the RWQCB. Remediation could include <br /> soils removed to a permitted landfill , on-site <br /> treatment and on- or off-site disposal , or placement <br /> of affected soils in areas that would not provide <br /> exposure to users of the site. <br /> • Pesticide- and herbicide-containing soils (with <br /> concentrations in excess of regulatory action levels) <br /> should not be placed or exposed in residential <br /> development areas were residents could be exposed to <br /> C2-53 <br /> 0189r/0202r <br />
