• The Applicant must obtain the approval of owners of
buried fuel pipelines that cross the Project Site for
construction and development plans .
• See FEIR, Section 4 . 12 .
T-2 . Potentially Significant Impact : Historic Pesticide/
Herbicide Residues
[ Impact 4 . 12-21
Public and environmental health may be affected by
potential historic pesticide and/or herbicide residues in
the environment .
Finding : Changes or alterations have been required in,
or incorporated into , the Project which avoid or
substantially lessen the significant environmental effect
as identified in the FEIR to a non-significant level .
These mitigation measures are listed below. The
Department of Toxic Substances Control and RWQCB share
responsibility for implementing some of these measures .
Statement of Fact : The impact will be reduced by the
following :
• A preliminary assessment of the presence of chemical
residues from pesticide and herbicide use should be
completed by a qualified professional prior to
approval of the Specific Plan.
• Specific areas where pesticides and herbicides were
stored, handled, or disposed of should be
investigated prior to construction at the Project
Site .
• If chemicals were detected at concentrations that
could pose a risk to the environment, remediation of
the affected areas should be undertaken prior to
Project construction. Remediation should be
conducted in accordance with the requirements of
either the California Department of Toxic Substances
Control and/or the RWQCB. Remediation could include
soils removed to a permitted landfill , on-site
treatment and on- or off-site disposal , or placement
of affected soils in areas that would not provide
exposure to users of the site.
• Pesticide- and herbicide-containing soils (with
concentrations in excess of regulatory action levels)
should not be placed or exposed in residential
development areas were residents could be exposed to
C2-53
0189r/0202r
