These waters could continue to be affected by <br /> on-Site dairy operations until Phases III and IV of the <br /> Project . <br /> Finding : Changes on alterations have been required in, <br /> or incorporated into , the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • For those areas on the Project Site supporting <br /> livestock, livestock waste management controls must <br /> be established to control runoff .
