It must also <br /> specify what crops would be beneficial to hawks <br /> during the normal one-year soil reconditioning period <br /> between alfalfa rotations . Other provisions of the <br /> agreements would focus on the vegetation of <br /> irrigation ditch banks and the dedication of small <br /> segments of land throughout the area to fallow plots <br /> on which natural vegetation could develop . <br /> • The management and enhancement plan must clearly <br /> state that rodenticides must be strictly prohibited <br /> along with the use of any wildlife "scare guns . " <br /> Fire crackers and hunting will not be allowed . The <br /> final element of the recommended management and <br /> enhancement plan must be a monitoring program that <br /> would provide an annual written review submitted to <br /> the DFG for the first five years and thereafter every <br /> three to five years . <br /> • To confirm the presence of the San Joaquin kit fox, <br /> additional surveys must be undertaken during the <br /> first half of 1992 when the kit fox pups are active <br /> outside of the den . This survey must be conducted <br /> prior to approval of the Specific Plan. Results of <br /> the survey may conclude that on- or off-site <br /> mitigation would be required. If off-site mitigation <br /> is recommended, the land use map would not change . <br /> However, acquisition for off-site habitat should <br /> occur prior to adoption of the Specific Plan. If <br /> on-site mitigation is required, a General Plan <br /> amendment must be adopted prior to adopting the <br /> Specific Plan. <br /> • Alternative. The FEIR provides that in lieu of <br /> setting aside acreage on-site as described in the <br /> bulleted paragraph above, off-site mitigation could <br /> be considered, providing the new site meets the <br /> following criteria : ( 1) represents a wildlife <br /> corridor connecting the Byron.-Marsh Cfeek area with <br /> the west Tracy area and conta .ning alfalfa, irrigated <br /> pasture, and alkali sink in similar proportions to <br /> the Project Site; (2) abuts river/riparian zone; <br /> (3) contains feeding perches ; (4) has roosting and <br /> nesting sites nearby; and (5) is undisturbed by noisy <br /> human activities . This area would be subject to the <br /> management and enhancement plan described above, but <br /> tailored to fit the specifics of the chosen site . <br /> However , this degree of specificity regarding the <br /> alternative site is unnecessary and inappropriate at <br /> this stage . The adoption of the following mitigation <br /> measure will be sufficient to ensure adequate <br /> C2-61 <br /> 0189r/0202r <br />
