mitigation while giving more discretion to the <br /> agencies with expertise in this area . <br /> • Offsite mitigation for the Swainson ' s Hawk will <br /> require that the offsite area provide similar <br /> wildlife values to the Project Site, as determined by <br /> the State Department of Fish and Game . To the extent <br /> that offsite mitigation is appropriate for the kit <br /> fox, after further confirmation of its presence , any <br /> offsite area should offer equivalent or superior <br /> values to the area of the site used by the kit fox <br /> and be determined suitable by the Department of Fish <br /> and Game as well as the U. S . Fish and Wildlife <br /> Service . <br /> • See FEIR, Section 4 . 13 . <br /> U-2 . Potentially Significant Impact • Wildlife Movement <br /> [ Impact 4 . 13-21 <br /> The Project would block the movement of most terrestrial <br /> species listed in Appendix 10 . 16 of the FEIR between the <br /> eastern base of the Altamont Hills and the Delta-farmland <br /> region to the east . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into , the Project which avoid or <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> These mitigation measures are listed below. DFG would <br /> share responsibility for these measures . <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • A wildlife corridor must be developed and maintained <br /> along the entire length of Mountain House Creek <br /> through the Project Site . The width of the corridor <br /> must be a minimum of 100 feet . The creek bed must be <br /> cleaned of silt and enhanced through the construction <br /> of occasional pool areas . The buffer zone must be <br /> planted with riparian vegetation, including native <br /> riparian trees such as Fremont cottonwood, sycamore, <br /> and willow. A corridor of this width is adequate to <br /> allow movement of the expected species . <br /> • Hiking and bike paths for this area must be placed on <br /> the outer edge of the riparian zone, and human access <br /> into the zone must be discouraged through the use of <br /> unobstructive fencing and informative signs . <br /> C2-62 <br /> 0189r/0202r <br />
