Significant overdrafting <br /> could cause subsiden _ � and decreased storage capacity . <br /> Finding : Changes or alterations have been required in , <br /> or incorporated into , the Project which, together with <br /> the mitigation measures set forth below, would <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> Statement of Fact : In addition to the Project-specific <br /> mitigations discussed above, the following mitigation <br /> measures are required to mitigate the Project ' s <br /> cumulative impacts : <br /> • In the San Joaquin County General Plan Update <br /> process , the policy implications of changing <br /> irrigation districts , which have historically served <br /> only agricultural water users , into multi-purpose <br /> water supply agencies should be addressed <br /> particularly for new town development in <br /> unincorporated areas . Analysis of the fiscal impact <br /> should be undertaken, especially regarding the <br /> potential pressure to equalize water rates which <br /> could affect preservation of farmland in San Joaquin <br /> County. Plumbing and building codes should be <br /> amended for Alameda , San Joaquin, and Contra Costa <br /> counties to require Best Management Practices for <br /> water conservation and wastewater reclamation. <br /> County policies for all three counties should be <br /> adopted to encourage maximum water conservation and <br /> reclamation. During the General Plan Update process , <br /> San Joaquin County should consider water supply on a <br /> regional, multi-county basis . <br /> • See FEIR, Section 6 . 1 . <br /> 7 . Potentially Significant Impact • Public Utilities/ <br /> Wastewater Flows <br /> There are no cumulative impacts on existing wastewater <br /> systems since the Project incorporates a wastewater <br /> treatment system. Cumulative impacts from disposal of <br /> treated effluent could occur along the length of Old <br /> River . Other cumulative impacts include disposal of <br /> C2-81 <br /> 0189r/0202r <br />
