4 . Potentially Significant Impact • Public Services/Police <br /> Protection Service <br /> Increased use of Delta waterways would place a greater <br /> demand on the Sheriff ' s Department ' s Boating Safety <br /> Division. <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into , the Project which, together with <br /> the mitigation measures set forth below, would <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> Statement of Fact : In addition to the Project-specific <br /> mitigations discussed above, the following mitigation <br /> measures are required to mitigate the Project ' s <br /> cumulative impacts : <br /> • A Community Services District (CSD) should be formed <br /> to offset the financial burden of increased costs . <br /> In establishing a CSD, residents can choose the level <br /> of law enforcement based on assessment costs . Fees <br /> collected from the CSD should also be used to <br /> increase marine patrol services in the Delta during <br /> the summer months . Development fees similar to those <br /> assessed for fire protection service should be <br /> implemented for police protection service. <br /> • See FEIR, Section 6 . 1 . <br /> 5 . Potentially Significant Impact • Public Services/Libraries <br /> To meet the 2010 population projections , a total of <br /> 250 , 000 square feet of additional library space would be <br /> required in the County. <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which, together with <br /> the mitigation measures set forth below, would <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> Statement of Fact : In addition to the Project-specific <br /> mitigations discussed above, the following mitigation <br /> measures are required to mitigate the Project ' s <br /> cumulative impacts : <br /> • Development fees for new residential development <br /> should be assessed to help offset the costs of <br /> providing additional library facilities .
