Department (SJCPHD) should establish a program for <br /> private well water quality testing . The residents of <br /> properties adjacent to wells identified as <br /> contaminated should be notified by the SJCPHD . <br /> • See FEIR, Section 6 . 1 . <br /> 20 . Poten� ially Significant Impact Biological Resources <br /> Cumulative development would lead to : ( 1) loss of prime <br /> foraging areas in the southern parts of the County for <br /> Swainson ' s Hawk and other highly mobile avian and <br /> mammalian predat,- _s which would reduce to numbers of each <br /> species group; (2) reduced kit fox habitat ; ( 3 ) loss of <br /> _etland areas/wet meadow foraging habitat ; and <br /> (4 ) productive fish nursery habitat . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into , the Project which, together with <br /> the mitigation measures set forth below, would <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> Statement of Fact : In addition to the Project-specific <br /> mitigations discussed above, the following mitigation <br /> measures are required to mitigate cumulative impacts : <br /> • The County should develop Countywide Habitat <br /> Conservation Plans for Swainson ' s hawk and the kit <br /> fox. Stringent zoning controls should be imposed in <br /> areas of biological significance . <br /> • See FEIR, Section 6 . 1 . <br /> 21 . Potentially Significant Impact : Noise <br /> Noise levels would increase along streets leading to the <br /> City of Tracy due to additional traffic generated by <br /> other development . Cumulative growth in the area would <br /> result in increased noise levels ranging from 3 to 18 dB . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into, the Project which, together with <br /> the mitigation measures set forth below, would <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> Statement of Fact : In addition to the Project-specific <br /> mitigations discussed above, the following mitigation <br /> measures are required to mitigate cumulative impacts : <br /> C2-89 <br /> 0189r/0202r <br />
