Finding : Changes or alterations have been required in, <br /> or incorporated into , the Project which, together with <br /> the mitigation measures set forth below, would <br /> substanti ? lly lessen the significant environmental effect <br /> as ident, - ied in the FEIR to a non-significant 'evel . <br /> Statement of Fact : In addition to the Project-specific <br /> mitiaations discussed above , the following mitigation <br /> measures are required to mitigate the Project ' s <br /> cumulative impacts : <br /> • For cumulative growth, especially for the proposed <br /> new communities in unincorporated areas , each phase <br /> of development should be approved after verification <br /> that a ratio of 1 . 0 employed residents per job can be <br /> achieved. Projects should only be approved at <br /> specific phases . <br /> • See FEIR, Section 6 . 1 . <br /> 19 . Potentially Significant Impact • Public Health and Safety <br /> Increased development in the County would result in <br /> increased potential for release of environmental <br /> contaminants , and increase the potential for human <br /> exposure . <br /> Finding : Changes or alterations have been required in, <br /> or incorporated into , the Project which, together with <br /> the mitigation measures set forth below, would <br /> substantially lessen the significant environmental effect <br /> as identified in the FEIR to a non-significant level . <br /> Statement of Fact : In addition to the Project-specific <br /> mitigations discussed above, the following mitigation <br /> measures are required to mitigate the Project ' s <br /> cumulative impacts : <br /> • San Joaquin County should develop regulations <br /> requiring that preliminary environmental assessments <br /> should be performed at all sites for proposed <br /> development . If the preliminary assessment <br /> identifies past or present sources of contamination, <br /> remediation of the site should be required as a <br /> condition for development . The California <br /> Environmental Protection Agency should develop, in <br /> conjunction with other Federal , State, and local <br /> agencies , a program to evaluate the potential impacts <br /> of residual agricultural chemicals on people living <br /> in areas converted from agricultural to residential <br /> land uses .
