Potentially Significant Impact : Increase in Vehicl.e _ TriRs <br /> andRelated Impacts <br /> [ Impact 4 . 14-1] <br /> The Proposed Project Scenario would generate up to <br /> 249 , 000 daily vehicle trips to , from, or within the <br /> Project Site in 2010 assuming current rates of <br /> trip-making . The Market-Constraint Scenario would <br /> generate up to 177 , 000 daily vehicle trips to , from, or <br /> within the Project Site in 2010 . With either Project <br /> scenario , the added trips would contribute significantly <br /> to projected traffic growth, increases in vehicle miles <br /> traveled, and LOS deficiencies on the road system, <br /> particularly in the -vicinity of the site . Some of these <br /> impacts would be unavoidable and significant . <br /> Statement of Fact : <br /> All of the mitigation measures identified in the FEIR, <br /> except reduction in the size of the Project , have been <br /> required in an effort to mitigate these impacts to the <br /> extent practicable : <br /> • See Attachment C, Item 2 . <br /> • The County shall prepare and implement a Countywide <br /> Transportation Systems Management (TSM) program to <br /> promote and facilitate use of alternative modes to <br /> the single-occupant vehicle within the County. The <br /> program should include measures such as continuation <br /> and expansion of the County rideshare program, <br /> transportation coordinators at employment sites , <br /> provision of park-and-ride lots throughout the <br /> County, and development of a network of high <br /> occupancy vehicle (HOV) lanes . <br /> • The County shall prepare and adopt a Countywide Trip <br /> Reduction Ordinance (TRO) as part of the County' s <br /> Development Title . The TRO would require major <br /> employers in the County, including those within the <br /> Project, to reduce their peak-hour auto trips through <br /> site-specific ridesharing and transit programs and <br /> through staggered or flexible work hours programs . <br /> The TRO should also set forth specific goals for <br /> traffic reduction and require employers to survey <br /> their employees each year to monitor the progress of <br /> vehicle trip reduction measures . <br /> • The Project sponsor shall establish a Transportation <br /> Management Organization (TMO) to carry out <br /> requirements of the Countywide TRO within the <br /> C2-91 <br /> 0189r/0202r <br />
