• A Specific Plan for each phase of the Project should <br /> be prepared and approved to ensure that industrial <br /> and commercial job development does not occur later <br /> than as proposed by the Project sponsor . A <br /> monitoring program should be implemented for each <br /> phase prior to approval of the next phase to ensure <br /> that the assumptions regarding the amount of internal <br /> travel remain valid . Monitoring is also addressed <br /> under Mitigation Measure 4 . 14-1 ( f) . <br /> A-5 . Significant Cumulative Impact • Transportation <br /> Finding : The Transportation Section of the FEIR has <br /> factored in cumulative expected county growth in its <br /> analysis of the Project ' s traffic impacts . <br /> Statement of Fact : <br /> • Mitigation measures identified for the Project in <br /> Section 4 . 14 of the FEIR address the Project ' s impact <br /> on cumulative traffic growth, as well as the impact <br /> of other growth or cumulative traffic . <br /> A-6 . Significant Impact • Air Ouality <br /> [ Impact 4 . 15-11 <br /> The Project would increase regional emissions of criteria <br /> pollutants through new vehicle travel and area-source <br /> emissions associated with residential and industrial uses <br /> in excess of threshold levels established by San Joaquin <br /> Valley Unified Air Pollution Control District <br /> (SJVUAPCD) . These emissions would add to the regional <br /> emission burdens within the San Joaquin Valley air basin <br /> and the adjacent San Francisco Bay Area air basin, and <br /> delay eventual attainment of air quality standards for <br /> ozone and suspended particulate matter (PM-10) . <br /> Statement of Fact : The impact will be reduced by the <br /> following : <br /> • See Attachment C, Item 3 . <br /> A-7 .
