Statement of Fact : <br /> • The measures adopted for mitigating overall exterral <br /> trips generated by the Project ( see Section 2 abo-%e) <br /> r-,nuld assist in reducing impacts on freeway <br /> conditions . <br /> • The Project proponent should be required to fund <br /> their fair share of the cost of preparing a Project <br /> Study Report , according to Caltrans standards , For <br /> the I-580 freeway over the Altamont Pass . The <br /> Project proponent , with the County, should work with <br /> Caltrans Districts 4 and 10 and Alameda County to <br /> evaluate the potential for implementation of truck <br /> climbing lanes on the uphill portions of I-580 over <br /> the Altamont Pass . <br /> • As part of any Project Study Report ( s) required to be <br /> prepared by the Project proponent to study the most <br /> impacted freeway interchanges and identify specific <br /> required improvements ( see Mitigation Measures in the <br /> next section) , the developer should also be required <br /> to analyze in greater detail the impacts of the <br /> Project on the mainline freeways affected by the <br /> Project . The Project Study report(s) should identify <br /> the Project proponent ' s fair share contribution to <br /> the funding of future freeway lane widenings . The <br /> developer should be required to fund the fair share <br /> contribution prior to when the impacts are expected <br /> to occur . <br /> • The Project sponsor, with the County, should be <br /> required to coordinate the preparation and adoption <br /> of Project Study Report(s) with for any Specific <br /> Infrastructure Plans . A comprehensive Infrastructure <br /> and Financing Pan that considers all phases of the <br /> Project should be required to be prepared by the <br /> Project sponsor and adopted by the County, prior to <br /> the approval of any Specific Plans . The <br /> Infrastructure and Financing Plan should identify the <br /> specific freeway mainline and interchange <br /> improvements that would be required to serve each <br /> phase of development , and should recommend a schedule <br /> for the preparation and adoption of Project Study <br /> Reports to implement these improvements . The County <br /> should not approve the Specific Plan for the first <br /> phase of the Project until the required freeway <br /> improvements and funding sources for that phase have <br /> been identified and the Project Study Report schedule <br /> has been approved by Caltrans . <br /> C2-94 <br /> 0189r/0202r <br />
