3 . North Livermore Alternative Site
Finding: Specific economic, social , or other
considerations make infeasible the Project alternatives
identified in the final EIR.
Statement of Facts :
• Because the North Livermore site is in Alameda
County, San Joaquin County would have no control over
whether or how the Project might be developed on this
alternative site. There is no assurance whatsoever
that a similar Project would proceed on this site as
an alternative to the Project .
• The environmental advantages of the North Livermore
Site are very limited (uses less prime farmland,
potentially lesser impact on wildlife, less
transportation impact due to proximity to Bay Area
employment) . For most of the identified impacts, the
North Livermore Site would not have environmental
advantages . (See FEIR Table 5 . 1 . -2 . )
• The North Livermore Alternative Site would be
inferior or potentially inferior to the Project Site
in a number of critical ways :
• potential inadequate capacity to treat and
dispose of wastewater
• uncertain water supply
• potential limitations on downstream capacity for
stormwater disposal
• possible increased intensity of seismic shaking
• decreased housing affordability due to higher
prevailing home costs in Livermore Area (based
in part on higher land cost , higher construction
costs)
• If the Project is constructed at the North Livermore
Site, San Joaquin County would lose the following
potential benefits :
• net positive contributions to General Fund
• attraction of higher quality employment
C3-3
0276r
