3 . North Livermore Alternative Site <br /> Finding: Specific economic, social , or other <br /> considerations make infeasible the Project alternatives <br /> identified in the final EIR. <br /> Statement of Facts : <br /> • Because the North Livermore site is in Alameda <br /> County, San Joaquin County would have no control over <br /> whether or how the Project might be developed on this <br /> alternative site. There is no assurance whatsoever <br /> that a similar Project would proceed on this site as <br /> an alternative to the Project . <br /> • The environmental advantages of the North Livermore <br /> Site are very limited (uses less prime farmland, <br /> potentially lesser impact on wildlife, less <br /> transportation impact due to proximity to Bay Area <br /> employment) . For most of the identified impacts, the <br /> North Livermore Site would not have environmental <br /> advantages . (See FEIR Table 5 . 1 . -2 . ) <br /> • The North Livermore Alternative Site would be <br /> inferior or potentially inferior to the Project Site <br /> in a number of critical ways : <br /> • potential inadequate capacity to treat and <br /> dispose of wastewater <br /> • uncertain water supply <br /> • potential limitations on downstream capacity for <br /> stormwater disposal <br /> • possible increased intensity of seismic shaking <br /> • decreased housing affordability due to higher <br /> prevailing home costs in Livermore Area (based <br /> in part on higher land cost , higher construction <br /> costs) <br /> • If the Project is constructed at the North Livermore <br /> Site, San Joaquin County would lose the following <br /> potential benefits : <br /> • net positive contributions to General Fund <br /> • attraction of higher quality employment <br /> C3-3 <br /> 0276r <br />
