• Tracy Alternative would not have significant <br /> advantages over the Project with respect to most of <br /> the identified Project impacts . <br /> • Alternative site would result in removal of a similar <br /> amount of prime agricultural land; alternative site <br /> may overall be of higher agricultural quality. <br /> • Alternative site would have additional noise <br /> constraints . <br /> • Unlike the Project Site, Tracy Alternative has no <br /> proven supply of municipal water . <br /> • Tracy Alternative Site includes area into which City <br /> of Tracy plans its own growth. If City of Tracy' s <br /> growth forecasts are correct , location of new growth <br /> at Alternative Site would just result in Tracy <br /> growing into more agricultural land elsewhere . <br /> • To extent that Project would result in a potentially <br /> large positive revenue impact for San Joaquin County, <br /> under this alternative the County would lose these <br /> benefits to the City of Tracy. <br /> • Tracy Alternative Site is under multiple ownerships <br /> which would complicate planning , and raise cost of <br /> land and thus weaken ability to provide more <br /> affordable housing . <br /> • Tracy Alternative Site would not provide recreational <br /> amenities such as Old River (Regional Park and <br /> boating access) and Mountain House Creek linear park, <br /> and potential marina or boat ramp . <br /> • In conclusion, Tracy Alternative Site overall offers <br /> no significant environmental advantages , and is of <br /> questionable feasibility due to lack of a committed <br /> water supply etc . , and is less financially feasible . <br /> • The only impacts of the Project identified which <br /> cannot be mitigated to insignificance are loss of <br /> prime agricultural land, transportation and air <br /> quality impacts which are not location dependent and <br /> risk of releases from rail accidents . The Tracy <br /> Alternative Site offers no net advantage regarding <br /> these potential impacts . <br /> C3-2 <br /> 0276r <br />
