• Tracy Alternative would not have significant advantages over the Project with respect to most of the identified Project impacts . • Alternative site would result in removal of a similar amount of prime agricultural land; alternative site may overall be of higher agricultural quality. • Alternative site would have additional noise constraints . • Unlike the Project Site, Tracy Alternative has no proven supply of municipal water . • Tracy Alternative Site includes area into which City of Tracy plans its own growth. If City of Tracy' s growth forecasts are correct , location of new growth at Alternative Site would just result in Tracy growing into more agricultural land elsewhere . • To extent that Project would result in a potentially large positive revenue impact for San Joaquin County, under this alternative the County would lose these benefits to the City of Tracy. • Tracy Alternative Site is under multiple ownerships which would complicate planning , and raise cost of land and thus weaken ability to provide more affordable housing . • Tracy Alternative Site would not provide recreational amenities such as Old River (Regional Park and boating access) and Mountain House Creek linear park, and potential marina or boat ramp . • In conclusion, Tracy Alternative Site overall offers no significant environmental advantages , and is of questionable feasibility due to lack of a committed water supply etc . , and is less financially feasible . • The only impacts of the Project identified which cannot be mitigated to insignificance are loss of prime agricultural land, transportation and air quality impacts which are not location dependent and risk of releases from rail accidents . The Tracy Alternative Site offers no net advantage regarding these potential impacts . C3-2 0276r
