ATTACHMENT D <br /> STATEMENT OF OVERRIDING CONSIDERATIONS <br /> FOR THE MOUNTAIN HOUSE GENERAL PLAN AMENDMENT <br /> The project will result in unavoidable environmental changes, some of which may be detrimental to the <br /> area's residents and their environment. These detrimental changes, however, are outweighed by: <br /> 1. Approval of a project that would accommodate growth in a fiscally sound manner (pending <br /> adoption and conformance with the proposed Financial Policies being considered by the Board <br /> of Supervisors). The EIR indicates that the project will result in positive net revenues for roads, <br /> libraries, and fire districts and is likely to result in a positive impact on County General Plan <br /> revenues. <br /> 2. Expanding the industrial and commercial employment opportunties for existing and future <br /> residents within San Joaquin County. The proposed project could generate approximately 18,755 <br /> jobs,which may create a local labor force. This, in turn,will generate secondary economic activity <br /> in the County. <br /> 3. Utilizing a project site located proximate to major regional transportation facilities that will minimize <br /> major infrastructure development for a project of this size. It is located in an area that can both <br /> intercept traffic going over the Altamont Pass and attract a job base from the nearby Tri-Valley <br /> area. <br /> 4. Accommodating growth that is expected by the County in a way which minimizes the typical <br /> impacts of such growth, including: <br /> • Available, adequate water supply, while actually reducing riparian use along Old River. <br /> • Minimization of water usage by use of reclaimed wastewater to irrigate parks, golf <br /> courses, and other landscaping. <br /> • Ability to develop a comprehensive stormwater management plan for a large site. <br /> • A land use plan with an efficient and compact mix of housing, employment, commercial <br /> uses, schools, recreational facilities, etc., which will minimize the number and length of <br /> vehicle trips. <br /> • Incorporating comprehensive transportation systems management/transportationdemand <br /> management to minimize single-occupant vehicle trips. <br /> Attachment D D-1 (PC: 4-9-92) <br />
