ATTACHMENT E <br /> MITIGATION MEASURES ADDRESSED BY MITIGATED PLAN <br /> Mountain House New Town <br /> January 30, 1992 <br /> The Mitigated Plan (dated January 14, 1992) addresses the following mitigation <br /> measures from the Mountain House Draft EIR. The Mitigated Plan generally either <br /> incorporates changes as recommended by the Draft EIR or proposes alternative <br /> approaches to achieve mitigation of the impact. The impacts and mitigation measures <br /> are identified here by their number in the Draft EIR, and the content and language of <br /> each item is paraphrased and summarized. <br /> 41 LAND USE AND AGRICULTURAL ISSUES <br /> IMPACT 4.1-2 (Urban/rural land use conflicts). <br /> Mitigation Measure 4.1-2(a): Provide a 1,000 foot wide buffer area along the western <br /> boundary of the project site. <br /> The Mitigated Plan proposes an alternative edge treatment utilizing fencing, berms, <br /> planting, location of a major roadway and utility easements, and fencing or walls along <br /> adjacent properties. The intent is to provide effective mitigation of potential conflicts <br /> while avoiding the designation of 500 acres of vacant land or non-viable land uses. The <br /> entire edge area could be maintained by the Community Services District, avoiding <br /> maintenance problems associated with a very large undeveloped buffer zone. <br /> 4.2 ZONING AND GENERAL PLAN POLICIES <br /> IMPACT 4.2-1 (Conflict with proposed and adopted General Plan policies). <br /> Mitigation Measure 4.2-1(b): Provide a 1,000 foot wide buffer at the site's west edge. <br /> The Mitigated Plan proposes an alternative edge treatment as described above under <br /> Mitigation Measure 4.1-2(a). <br /> Mitigation Measure 4.2-1(d): Include additional neighborhood commercial center. <br /> Relocate three school/park areas at the site's western boundary. <br /> The Mitigated Plan proposes 12 locations for neighborhood centers within each of 12 <br /> neighborhoods. The neighborhood centers may include commercial or other local- <br /> serving facilities such as churches or day care centers. The Mitigated Plan relocates the <br /> three school/park areas to be more central to neighborhoods. <br /> The SWA Group <br />
