frequent and more lengthy automobile trips. While this approach differs from that
proposed by the Draft EIR, it is not in conflict with General Plan policies.
Mitigation Measure 4.2-1(1): Identify landscape buffering at the edge of the General
Commercial areas.
The Mitigated Plan relocates General Commercial uses to be separated from residential
uses by light industrial, public facilities, and golf course uses, and proposes landscape
buffers on all edges located along the outside perimeter of the project site.
4.4 PUBLIC UTILITIES
IMPACT 4.4.4-2 (Project would have a significant energy demand)
Mitigation Measure 4.4.4-2(a): Align residential streets east to west to produce lots with
southern exposures.
The Mitigated Plan proposes a roadway grid including residential streets aligned east-
west and north-south. Exact location of local roads should be specified at the Tentative
Map stage.
4.8 VISUAL QUALITY
IMPACT 4.8-1 (Project would replace agriculture with a built environment and
significantly alter rural visual quality as seen from local roads)
Mitigation Measure 4.8-1(a): Development south of Grant Line Road could be limited
to a band extending approximately 3,000 feet south of the road. Development could
also be screened by a continuous row of evergreen trees at the south edge of
development.
The Mitigated Plan proposes a reconfiguration of land uses along the freeway, so that
industrial/business park uses are located adjacent to I-205. Freeway service commercial
remains at the Patterson Pass Road interchange area. This reconfiguration locates
viable, less noise-sensitive land uses adjacent to the freeway, rather than creating a
vacant area with associated maintenance problems. The Mitigated Plan also proposes a
landscape edge treatment along the freeway; plant materials should consists of species
well-suited to the project's climate and soils, rather than being limited to evergreens
which may not be the most suitable choice.
-3 -
The SWA Group
