Mitigation Measure 4.2-1(e): Develop a new pedestrian plan with paths following open <br /> space corridors and connecting neighborhood commercial and employment areas. <br /> The Mitigated Plan proposes a pedestrian path system along linear parks and <br /> connecting neighborhood commercial, employment areas, and other destinations such <br /> as schools, parks, and the Town Center. The Mitigated Plan also locates both golf <br /> courses north of Byron Road in order to facilitate better linkages between <br /> neighborhoods and better connections from neighborhoods to the Town Center. <br /> Mitigation Measure 4.2-1(f): Bike paths should follow open space corridors and two- <br /> lane and larger roadways. <br /> The Mitigated Plan proposes bike paths along the linear parks and along two-lane and <br /> larger roadways. <br /> Mitigation Measure 4.2-1(g): Include identifiable neighborhoods of 3,000 to 5,000 <br /> residences. <br /> The Mitigated Plan proposes three "villages" of about 5,000 units each. The villages <br /> each contain three to five "neighborhoods", each of which centers on one of the 12 K-8 <br /> schools/parks proposed for Mountain House, and includes a location for neighborhood <br /> commercial or other facilities. A community commercial center serves each of the <br /> three villages. <br /> Mitigation Measure 4.2-1(j): Size neighborhood commercial areas to serve only their <br /> target neighborhoods. <br /> The Mitigated Plan proposes a small neighborhood center in each of the 12 <br /> neighborhoods. The center could include retail or other facilities such as churches, day <br /> care centers, or other uses. In this way, the plan will accommodate uses which are in <br /> local demand but will not "overzone" for commercial. <br /> Mitigation Measure 4.2-1(k): If a community commercial area is located north of Byron <br /> Road, it should be surrounded by more intensive uses. Alternatively, only one <br /> community commercial district should occur. <br /> The Mitigated Plan proposes one community commercial area within each of the three <br /> "villages", plus community commercial at the Town Center. These community <br /> commercial centers offer the full range of goods and services to provide about 5,000 <br /> households with their daily and weekly shopping needs. The centers are about 15 acres <br /> in size to support a modern grocery, drugstore and shops.
