accommodate the 100-year storm flow. The creek corridor and associated vegetated
areas are intended to facilitate wildlife movement. The linear park will include trails
which meander within the 200-foot minimum width, and will provide areas for both
passive and active uses. Therefore, the Mitigated Plan differs from the Draft EIR in
allowing trails and human activity within the linear park area, and by specifying that
the corridor width be measured from the centerline of the stream.
IMPACT 413-3 (Development would eliminate wetlands).
Mitigation Measure 4.13-3(a): Preserve the 3.3-acre emergent wetland in the north area
of the site and expand it to approximately twice its current size.
The Mitigated Plan preserves the 3.3-acre wetland within a conservation and/or park
area of about 20 acres. The Mitigated Plan also preserves wetlands along Mountain
House Creek. The 40-acre wetland mitigation area is reduced to 20 acres to reflect these
changes.
IMPACT 4.13-2 (Construction and operation of the provosed marina would impact the
productive inshore zone and riparian edge habitat of Old River.
Mitigation Measure 4.13-4(a): Eliminate the marina in favor of a boat launch ramp and
day use parking lot for the private use of the residents of the new community.
The Mitigated Plan maintains the marina as a valuable public recreation use.
Alternative means for stabilizing the riparian should be described as part of the Specific
Plan. The Phase I boat launching area is highly problematic due to the need for
infrastructure extensions early in the 7ro ect, and is not proposed in the Mitigated Plan.
ZZletinqq f'hc (co ac tc. ma_r)r 4,.( WO a-, equlrC odd,ta wC enViromerifa.! ViuJ I F fi
0—r PA c, Zt' _ rest laW(more. The transit center would function in conjunction with other
facilities to be described in later phases.
-6 -
The SWA Gres.;*
