Mitigation Measure 4.14-10): Provide local-serving commercial uses throughout the <br /> project site to facilitate walk trips for local shopping. <br /> The Mitigated Plan proposes 12 "neighborhood centers" to be centrally located in each <br /> of the 12 proposed neighborhoods of Mountain House. The nei hborhood centers <br /> could include small retail stores such as delis or markets, as well ay care centers, <br /> churches, or similar local-serving uses. The intent is to provide a neighborhood focus <br /> and allow the opportunity for casual walking trips. As people almost invariably drive <br /> for their daily and weekly grocery shopping needs, the Mitigated Plan also proposes <br /> three community commercial centers, each containing a modern full-sized grocery, <br /> drugstore, and shops. One community center would be situated in each of the three <br /> "villages" comprising the overall residential development. The intent of the <br /> community commercial centers is to reduce the length of automobile trips by providing <br /> a number of community retail centers, thereby avoiding the need to drive to the Town <br /> Center for daily and weekly grocery and related shopping. <br /> IMPACT 414-6 (Project trips would result in significant traffic levels on internal <br /> roadwayaL <br /> Mitigation Measure 4.14-6(a): The internal road adjacent to the Freeway Commercial <br /> parcel should be upgraded to a major arterial with six travel lanes by 2010. <br /> Mitigation Measure 4.14-6(b): The north-south minor arterial proposed for the west <br /> side of the project site should be upgraded to a six-lane arterial between the town center <br /> and the site north of Byron Road by 2005. <br /> Mitigation Measure 4.14-6(d): The Specific Plan should provide for an additional <br /> minor arterial in the west-central area of the site that would allow internal arterials in <br /> this portion of the site to remain four lanes at buildout. <br /> In response to these mitigation measures, the Mitigated Plan proposes a different <br /> configuration of major roadways, with the intent to avoid internal six-lane arterials <br /> which would divide neighborhoods within the project. The plan shows two north- <br /> south limited-access "expressways" on the east and west edges of the project site. The <br /> intent of these roadways is to provide quick access from the northern parts of the <br /> community to the freeway or other points south. A central north-south parkway <br /> connects destinations within the community, such as commercial centers, parks, the <br /> Town Center, and the river.
