4.16 NOISE <br /> IMPACT 416-1 (Residential and other noise-sensitive uses would be exposed to <br /> excessive noise levels especially between Grant Line Road and I-205) <br /> Mitigation Measure 4.16-1(a): The siting of residential or other noise-sensitive land <br /> uses adjacent to I-205 should be avoided. <br /> The Mitigated Plan proposes Light Industrial uses adjacent to most of the I-205 freeway <br /> frontage, with freeway commercial occupying the rest of the frontage. The edge <br /> treatment along the freeway could include sound walls or earthen berms as necessary. <br /> Mitigation Measure 4.16-1(b): Locate noise-sensitive land uses as far as possible from <br /> major roadways. When this is not feasible or desirable, build earth berms or sound <br /> walls between the noise source and the noise-impacted areas. <br /> The Mitigated Plan assumes that residential and other noise-sensitive uses along major <br /> roadways and the railroad will be buffered by earth berms and/or sound walls. <br /> Mitigation Measure 4.16-1(c): Schools should not be sited in areas exposed to noise <br /> levels above an Ldn of 60 dB. Revise the land use plan to relocate two proposed high <br /> schools and three elementary schools. <br /> While schools should be protected from high noise levels, this may also be <br /> accomplished through sound walls or earth berms along the noise-generating use. The <br /> Mitigated Plan relocated some schools, and assumes that others will be buffered from <br /> noise by walls or berms to be described in the Specific Plan. <br /> IMPACT 416-3 (Proposed noise-sensitive land uses adjacent to agricultural lands could <br /> be significantly impacted by agricultural machinery and equipment noise) <br /> Mitigation Measure 4.16-3: Earth berms, sound walls, or other mitigation should be <br /> constructed where noise-sensitive land uses would abut agricultural fields. <br /> Alternatively, a buffer zone between the noise-sensitive uses and agricultural lands <br /> could be provided. A 1,000 foot buffer would reduce noise levels generated by farm <br /> machinery by about 20 dB. <br /> The Mitigated Plan proposes an edge treatment along the western edge of the project to <br /> include walls and/or earth berms, and a major roadway. The walls or berms will <br /> directly mitigate noise impacts, and the four-lane roadway will create a noise source <br /> that will neutralize periodic farming-related equipment noise. <br /> - 10- <br /> The SWA Group <br />
