Locate neighborhood retail, day care, schools, and playgrounds close to <br /> residential uses. <br /> The Mitigated Plan proposes a land use configuration with 12 residential <br /> neighborhoods, each focused on a K-8 school/park and a nearby neighborhood center <br /> offering a location for small retail, church, or similar facility. With minor exceptions, <br /> this configuration places all residential areas within a maximum of one-half mile from <br /> neighborhood facilities. <br /> Mitigation Measure 4.15-1(b): Provide park-and-ride and transit amenities within the <br /> project. <br /> The Mitigated Plan proposes a 15-acre transit center at the Byron/Patterson Pass Road <br /> intersection. Additional facilities will be described in later submittals. <br /> IMPACT 415-2 (The project would increase the potential for air quality and odor- <br /> related land-use conflicts). <br /> Mitigation Measure 4.15-2(a): Provide buffer zones between existing agricultural lands <br /> and residences. The size of the buffer zone should be determined by the type of <br /> agricultural activities involved. A minimum of 1,000 feet is recommended. <br /> Rather than designating 500 acres for non-viable land uses with associated maintenance <br /> problems, the Mitigated Plan proposes an edge condition along the western boundary <br /> consisting of fencing/walls/berms, planting, location of a major roadway and utility <br /> easements, and possible deed restrictions on adjacent farm operations. Windrow <br /> plantings will create an attractive edge and help to screen spray and dust. <br /> Mitigation Measure 4.15-2(b): Provide a minimum 500-foot buffer zone between <br /> residential uses and industrial uses/wastewater treatment plant. <br /> The Mitigated Plan reconfigures land uses to provide minimum 500-foot buffers <br /> between residential areas and the wastewater treatment plant, and between General <br /> Industrial uses and residential areas. The buffer includes golf course acreage and <br /> intermediate Light Industrial areas. Residential areas are located across the street from <br /> Light Industrial areas in several locations; however, these Light Industrial areas do not <br /> permit noxious uses and are intended to be modern business parks which are suitable <br /> neighbors to housing. <br /> -9 - <br /> The SWA Group <br />
