P <br />Fly Ash Hazardous Characterization <br />For <br />California Cedar Products <br />1.0 Introduction <br />As a follow-up to the source identification work conducted at the <br />California Cedar Products (Cal Cedar) by the City of Stockton, <br />Department of Municipal Utilities, on January 24, 1989, ROY F. <br />WESTON, INC.. (WESTON) was contacted to characterize Cal Cedar's <br />boiler wet scrubber fly ash. The purpose of the characterization <br />was to determine if the ash should be classified as hazardous <br />waste. <br />2.0 Fly Ash Sampling-. <br />On March 28, 1989, WESTON collected two fly ash samples for <br />analysis. The ash was collected from each of I. -he two ash collec- <br />tion bins located within the Cal Cedar facility. These ash <br />samples were analyzed for the following parameters in conformance <br />with the Code of Federal Regulations (CFR) 40, Part 20, Subpart C <br />(Section 261.20). <br />o Ignitability <br />o Corrosivity <br />o Reactivity <br />o EP Toxicity (Metals) <br />A detailed discussion of the sampling event is contained in the <br />field sampling report enclosed as Appendix A. <br />3.0 Fly Ash'Characterization <br />Per CFR 40, Part 20, Subpart C, a solid waste is considered <br />hazardous if it exhibits any of the cha.racter_istics described <br />within the Subpart. The following discussions cover each charac- <br />teristic detailed in Subpart C. A tabularized summary of the <br />following discussions is contained in Table 1. The fly ash <br />characterization analytical results are contained in Appendix B. <br />3.1 'Characterization.of Ignitability <br />Per CFR 40, Part 20, Subpart C, section 261.21, the characteris- <br />tic of ignitability is defined as follows: <br />261.21 Characteristic of ignitability. <br />(a) A solid waste exhibits the charac- <br />teristic of ignitability if a represen-- <br />tative sample of the waste has any of <br />the following properties: <br />
