Required Aisle Space. <br />The owner or operator shall maintain aisle space to allow the unob- <br />structed movement of personnel. fire protection equipment. spill control <br />equipment. and decontamination equipment to any area of facility opera- <br />tion in an emergency, unless it can be demonstrated to the Department <br />that aisle space is not needed for any of these purposes. <br />NOTE: Authority cited: Sections 208, 25150 and 25159. Arrangements with Local Authorities. <br />(a)'Ihe owneroroperator shall attempt to make the following arrange- <br />ments. as appropriate. for the type of waste handled at die facility and the <br />potential need for the services of these organizations: <br />(1) arrangements to familiarize police, fire departments. emergency <br />response teams. and the local Office of Emergency Services with the lay- <br />out of the facility, properties of hazardous waste handled at die facility <br />and associated hazards, places where facility personnel would normally <br />be working, entrances toroads inside the facility, and possible evacuation <br />routes. <br />(2) where more than one police and fire department might respond to <br />an emergency. agreements designating primary emergency authority to <br />a specific police and a specific fire department. and agreements with any <br />others to provide support to the primary emergency authority: <br />(3) agreements with State emergency response teams. emergency re- <br />sponse contractors. and equipment supplies: and <br />(4) arrangements to familiarize local hospitals with the properties of <br />hazardous waste handled at the facility and the types of inptries or ill- <br />nesses which could result from fires, explosions. or releases at the facil- <br />ity. <br />(b) Where State or local authorities decline to enter into such arrange- <br />merits. the owner or operator shall document die refusal in the operatic <br />record. <br />Now: Authority cited: Sections 208.25150 and 25159. Purpose and Implementation of Contingency <br />Plan. <br />(a) Each owner or operator shall have a contingency plan for the facil- <br />ity. 'llie contingency plan shall be designed to minimize hazards to hu- <br />man health or the environment from fires, explosions. or any unplanned <br />sudden or non -sudden release of hazardous waste or hazardous waste <br />constituents to air. soil, or surface water. <br />(b) the provisions of the plan shall be carried out immediately when- <br />ever there is a fire. explosion. or release of hazardous waste or hazardous <br />waste constituents which could threaten human health or die envirm <br />ment. ; <br />NOTE: Authority cited: Sections 208.25150 and 25159. Content of Contingency Plan. <br />(a) 'ilhe contingency plan shall describe die actions facility personnel <br />shall take to comply with sections 66265.51 and 66265.56 in response to <br />fires, explosions. or anyunplanned sudden ornon-sudden release of haz- <br />ardnus waste or hazardous waste constituents to air. soil, or surface water <br />at die facility. <br />(b) If die owner or operator has already prepared a Spill Prevention. <br />Control. and Countermeasures (SPCC) Plan in accordance with 40 CFR <br />Part 112. or 40 CFR Part 1510. or some other emergency or contingency <br />plate. the owner or operator need only aniend that plan to incorporate haz- <br />ardous waste management provisions that are sufficient to comply with <br />the requirements of this chapter. <br />(c)1he plan shall describe arrangements agreed to by local police de- <br />partments, fire departments, hospitals, contractors, and State and local <br />emergency response teams to coordinate emergency services, pursuant <br />to section 66265.37. <br />(d) The plan shall list names, addresses, and phone numbers (office <br />and home) of all persons qualified to act as emergency coordinator (see <br />section 66265.55), and this list shall be kept up to date. Where more than <br />one person is listed, one shall be named as primary emergency coordina- <br />tor and others shall be listed in the order in which they will assume re- <br />sponsibility as alternates. <br />(e) The plan shall include a list of all emergency equipment at the fac." <br />ity (such as fire extinguishing systems, spill control equipment. comni <br />nications and alarm systems (internal and external), and decontaminathott- <br />equipment). where this equipment is required.
