The alleged dispo- <br />sal of wastes containing ph over 12.5 is a serious concern, as it <br />qualifies as hazardous waste (see Title 22 California Code of <br />Regulations §66708). There appear to be both illegal discharge <br />into the storm sewer (and ultimately state waters) and the land- <br />fill. In addition, there appears to be violations of the Uniform <br />Fire Code regarding storage of non compatible materials (acids <br />and reactive organics), illegal storage of batteries and equipment <br />washdown entering storm drains. <br />As these allegations involve agencies and jurisdictions beyond <br />the City Municipal Utilities District, I believe a meeting <br />between this office and representatives, of your company should be <br />arranged. This does not affect the city's ability to independably <br />proceed with its administrative actions.
