Samples and a pH analysis <br />were taken January 24, 1989 which confirmed corrosive <br />conditions. <br />The following are the results of an onsite inspection at Cal <br />Cedar. There are two areas where industrial waste is <br />draining into the storm sewer. One stream appears to be <br />leaking from the kilns to a storm drain. The pH of the <br />stream by the kiln is 4.2. The other waste stream is near <br />the boiler. A Delta Company solid.waste container of wet ash <br />from the air scrubber sits near a storm grating. The <br />drainage from this enters the storm sewer. A sample <br />collected from this storm sump had a pH of 12.2. The <br />drainage from the container had a pH of 12.8. This is in <br />violation of the Stockton Municipal Code Section 7-089.10', <br />which states: <br />"No person shall discharge wastewater containing in <br />excess of 5-10 pH." , <br />pH readings above or below this limit constitute a public <br />health and safety hazard. It is also well documented that <br />extremes of pH will degrade concrete. <br />State and local regulations prohibit the discharge of <br />wastewater unless permitted or granted by the appropriate <br />regulatory agency. The creation of a nuisance of <br />non -permitted disposal of toxic Inaterial is also prohibited. <br />--STOCKTON...
