Manifests or Bills of lading for the spent lead acid batteries for the last three years were not <br /> available for inspection. A copy of each bill of lading must be kept on site for at least three years. <br /> Immediately locate a copy of all disposal records for the spent lead acid batteries for the last three years, <br /> maintain them on site, and submit copies to the EHD by 01/23/2014. <br /> 128. Bills of lading for drained used oil filters for the last three years were not available for inspection. A <br /> copy of each bill of lading must be kept on site for at least three years. Immediately locate a copy of all <br /> disposal records for the drained used oil filters for the last three years, maintain them on site, and submit <br /> copies to the EHD by 01/2312014. <br /> 210. City of Stockton Department of Municipal Utilities discovered on December 20, 2013 that water- <br /> based paint had been disposed into the City of Stockton storm drain, and notified EHD for a joint <br /> inspection today. During the joint inspection, EHD, City of Stockton, and generator identified the source <br /> to be from the "dock"where waste paint in 5-gallon buckets are stored, and from the oil water separator <br /> of the car wash by the"dock"which is plumbed to the storm drain. Generator also provided to EHD <br /> Hazardous Waste Manifest#011290016JJK for 2000 gallons of non-RCRA hazardous waste generated <br /> from the clean up of the storm drain on December 21, 2013. No person shall dispose of, or attempted to <br /> be disposed of liquid latex paint in the land or waters of the state. Immediately cease this practice, and <br /> provide evidence of how the facility will comply this section from this point forward EHD by 01/23/2014. <br /> 301. Witnessed absorbent below the oil dispenser outside the north side of the"Lube Building"across <br /> from the UST dispensers, and inside the same building by the hydraulic oil storage and carwash, and <br /> inside the maintenance trench. Facilities shall be maintained and operated to minimize the possibility of <br /> a fire, explosion, or release of hazardous waste to air, soil, or surface water which could threaten human <br /> health or the environment. Immediately clean up and manage these wastes according to Title 22 <br /> hazardous waste regulations. Submit a statement and supporting documentation explaining how this <br /> waste was managed by 01/23/2014. <br /> 610. One 55-gallon drum of drained used oil filters at the Lube Building had no cover. All drained used } ! <br /> oil filter containers shall be closed except when adding or removing waste.
