Response and Cleanup of Sulfuric Acid Spill
POSDEF Power Company,L.P.
2526 W.Washington St.
Stockton,CA.95203
Amount of Acid Loss:
In reviewing our readings of the sulfuric acid tank we have determined that the total
amount of sulfuric acid released onto the ground from 12:30 p.m. on Friday, July 14,
1995, to 8:00 a.m., Sunday, July 16, 1995, was less than approximately 216 gallons.
Using the change in tank level divided by time, we were able to calculate the rate of acid
flow from the tank. The rate was determined to be 4.96 gallons per hour. Due to the
delivery of acid on Friday and the increase in head pressure of sulfuric acid on the tank
and the associatedtransfer lines we assumed that the weakened pipe probably failed
resulting in a leak at or about 12:30 p.m. on Friday July 14, 1995. With a total of 43.5
hours from beginning to end at a rate of 4.96 gallons per hour we have determined the
amount removed from the tank to be 216 gallons. A portion of the 216 gallons of sulfuric
acid which left the storage tank did not leak out of the pipe, but instead was used in the
system for pH adjustment in our cooling system and reverse osmosis unit. This was
determined by adding the number of times the auxiliary operators at the plant transferred
acid (nine transfers)to a 10 gallon day tank for pH adjustment in the cooling system (see
auxiliary operator log). The quantity of acid calculated to be consumed, as opposed to
spilled, in the cooling system is calculated to be, nine times ten(9 transfers x 10
gallons/transfer= 90 gallons), or ninety (90) gallons. No acid was transferred to the 10
gallon storage tank for the reverse osmosis units and therefore is not entered into this
calculation. Therefore, we have concluded that the amount of acid spilled onto the
ground is 126 gallons (216 gallons - 90 gallons= 126 gallons).
