Response and Cleanup of Sulfuric Acid Spill <br /> POSDEF Power Company,L.P. <br /> 2526 W.Washington St. <br /> Stockton,CA.95203 <br /> Page 3 of 7 <br />` Sequence of Events: <br /> Sunday July 16, 1995, 3:30 a.m.,we discovered a relatively small leak from our acid <br /> transfer system. As we investigated the problem we discovered that acid may have been <br /> slowly leaking as early as 12:30 p.m., after an acid delivery, on Friday, July 14, 1995, <br /> from a transfer pipe to the gravel surrounding the acid bermed area. Immediately after <br /> discovery POSDEF took steps to prevent further release of acid and to notify the <br /> appropriate public agencies. Ericson Environmental ("Ericson") was simultaneously <br /> engaged to help in our containment and cleanup efforts of the acid and affected soil. At <br /> or about 6:00 a.m. and in response to our notification, Stockton Fire'and the Port of <br /> Stockton Police arrived to assess the situation. After observing our efforts and making <br /> their own notifications Stockton Fire extracted a grab sample from the sulfuric acid <br /> system for their records. Within a short time Stockton Fire decided that we had the <br /> situation under control and decided to leave. By 8:00 a.m. the spill was contained and <br /> efforts to minimize the spreading of acid to ground were in progress. POSDEF made <br /> repairs to the system after Ericson drained acid from our storage tank into Ericson's <br /> tanker truck. After repairs, the acid was returned to our sulfuric acid storage tank. <br /> Ericson remained on site throughout the day helping with site assessment and general <br /> cleanup of any free liquid acid. All free liquid was recovered. <br /> Monday July_17, 1995, POSDEF engaged JL Analytical Services ("JL")to undertake <br /> independent sampling on site and direct Ericson in soil removal. Any soil in the spill area <br /> with a pH less than 6 was then removed to an Ericson hazardous waste roll off bin for <br /> temporary storage,before removal to an authorized and permitted landfill. Ericson and <br /> JL worked through the day until the majority of the contaminated soil was removed. <br /> Harlin Knoll, R.E.H.S. of San Joaquin Environmental Health visited the plant.to oversee <br /> the cleanup. <br /> Tuesday July 18, 1995, Ericson and JL arrived to resume work. Following the methods <br /> used on the previous day both Ericson and JL continued removing soil with a pH of less <br /> than 6. At the end of the day Ericson was released. The majority of the severely <br /> contaminated soil had been removed by this time and was being temporarily stored on <br /> site in Ericson hazardous waste roll off bins. JL will return to generate a composite <br /> sample of the stored soil and will then pass the sample,via chain of custody,to Ericson's <br />
