Response and Cleanup of Sulfuric Acid Spill
POSDEF Power Company,L.P.
2526 W.Washington St.
Stockton,CA.95203
Planned Activities for the Week of July 24, 1995. JL will, in conjunction with the San
Joaquin County Environmental Health Department, sample the area of the spill. JL will
perform an independent analysis of the site and we will seek concurrence by next week
from Environmental Health to restore the excavated site to its original condition. All
supporting documentation will be enclosed with our Environmental Health report and
will be copied to your department.
Amount of Acid Loss:
In reviewing our readings of-the sulfuric acid tank we have determined that the total
amount of sulfuric acid released from 12:30 p.m. on Friday, July 14, 1995, to 8:00 a.m.,
Sunday,July 16, 1995,was less than 216 gallons. Using the change in tank level divided
by time,we were able to calculate the rate of acid flow from the tank. The rate was
determined to be 4.96 gallons per hour. Due to the delivery of acid on Friday and the
increase in head pressure of sulfuric acid on the tank and the associated transfer lines we
assumed that the weakened pipe probably failed resulting in a leak at or about 12:30 p.m.
on Friday July 14, 1995. With a total of 43.5 hours from beginning to end at a rate of 4.96
gallons per hour we have determined the amount removed from the tank to be 216
gallons. Of the 216 gallons removed during this time period some was used for pH
adjustment in our cooling system and our reverse osmosis unit. The amount of acid that
was released, as opposed to being used in our processes, is still to be determined. A
portion of the 216 gallons of sulfuric acid which left the storage tank did not leak out of
the pipe and was used in the system for pH adjustment in our cooling system and reverse
osmosis unit. I have also enclosed a site map and a"blow up"of the affected area for
your review.
s
