Coal/Lime Ash
Application Site Permit Reviews
Environmental Health Division (EHD) staff has reviewed the permit applications for
Port of Stockton District Energy Facility, Sithe Energies, Inc. potential ash spreading
sites in San Joaquin County. Study of the ash analysis data included with the
applications indicated that the ash still does not meet the corrosivity criterion of the
California Code of Regulations (CCR), Title 22, Article 11, Section 66708, for non-
hazardous waste. pH values ranged from 12.4-12.7, exceeding the allowable level
for five out of six samples.
At this time EHD cannot approve land application of this ash for the Victoria Island,
Union Island, MacDonald Island, and Correia Farms sites. In order to be considered
for future land application, this ash must receive a classification as a special waste
from the California Department of Toxic Substances Control per CCR Title 22, Article
5, Sections 66261.122 and 66261.124.
If you have any questions , contact Ed Padilla, Lead Senior Registered Environmental
Health Specialist, at (209) 468-3458.
C '?_6
Fred Kaufman, Program Manager
Environmental Health Division
FK/GO:lc
cc: Port of Stockton District Energy Facility, Sithe Energies, Inc.
Ralph Hayes & Sons, Inc.
Graydon Nichols, Victoria Island Farms
Zuckerman Mandeville, Inc.
Pierre H.
