The proposal of interest to EHD is the application of coal/lime ash <br /> to agricultural land for soil stabilization. Study of the data revealed that, for eighteen <br /> (18) ash samples analyzed between August 16, 1991, and January 10, 1992, pH <br /> values ranged from 12.6-13. These values exceed the maximum allowable for non- <br /> hazardous waste according to California Administrative Code, Title 22, Article 11, <br /> Section 66708; Also, for the mix ash sample 15A analyzed in February 1990, the <br /> Soluble Threshold Limit Concentration (citric buffer) was exceeded for selenium. <br /> After review of the available information, EHD cannot approve the coal/lime ash <br /> application to land for sites in San Joaquin County.
