i <br /> Site Investigation- U.S. Naval Communications Station <br /> CIWMB Site No. - 39-AA-0006 Page 5 of 6 <br /> Investigation Document may help in the identification of <br /> the need to implement gas control requirements during the <br /> periods of closure and postclosure maintenance . <br /> Rubble Pile <br /> Rubble piles less than 6' in height, consisting of concrete and <br /> asphalt, were observed to skirt both sides of a circular road on <br /> about 1 acre of land approximately 200 yards due west of building <br /> 818 . Vegetation growing around and among rubble piles indicates <br /> that these piles have probably been in place for several years . <br /> This area is separate from the old landfill site discussed above <br /> and no disposal trenches were reported to underlie the rubble <br /> piles. No apparent environmental threats were identified with the <br /> stockpiled inert materials . <br /> Burn Pit <br /> A less than one acre area was formerly used for Communications <br /> Station personnel to practice fire fighting techniques . This area <br /> is located about 4 mile south of building 619 and is not associated <br /> with the old landfill site or rubble piles discussed above . Site <br /> personnel reported that various items were ignited in the pit using <br /> various solvents and propellants . The pit, approximately 301x50' <br /> is currently covered with a plastic liner weighted down with sand <br /> bags to prevent the further infiltration of water. Water that <br /> collects over the liner is pumped and stored in an adjacent <br /> portable holding tank. A groundwater monitoring well is located <br /> about 15' from the pits northern edge and piezometer #156 is <br /> located about 15, from the pits eastern edge . The sanitary seal at <br /> the top of piezometer #156 was noted to be loose and above the <br /> adjacent ground surface. <br /> As solvents and other types of propellants had been added to the <br /> items burned, the burn pit may contain hazardous wastes . If this <br /> is found to be so, then the CIWMB and LEA may not have regulatory <br /> authority over .the former burn pit or for any subsequent closure <br /> requirements . DTSC may have the lead role in this area. <br /> .Nevertheless, CIWMB staff recommendations regarding the closure of <br /> the burn pit are the same as those ARARs offered above for the <br /> closure of the old landfill site (minus gas control <br /> recommendations) .
