Any deteriorated or <br /> defective conditions (i .e. wind and/or water erosion, <br /> subsidence, cracking, etc. ) in the cover should be <br /> corrected and repaired immediately. Any activities <br /> associated with fire control (14 CCR 17703) , e.g. mowing <br /> or grading, should be monitored for their effect on the <br /> integrity of the cover. <br /> § 17773 Final Cover- While establishing , and during <br /> implementation of final cover construction, a compacted <br /> layer of at least 12" of cover material is recommended <br /> for placement over all fill surfaces . Any and all <br /> exposed wastes, including metals and inert materials, <br /> should be adequately covered. <br /> § 17776 Final Grading- Covered surfaces of the disposal <br /> area should be graded to promote lateral runoff of <br /> precipitation and to prevent ponding of water. Grades <br /> should be established of sufficient slopes to account for <br /> future settlement of fill surfaces. <br /> § 17778 .Final Drainage- A final drainage system should be <br /> designed, constructed, graded, and maintained. <br /> § 17779 Erosion Control- Procedures to protect the <br /> integrity of the final cover and enhance its ability to <br /> prevent erosion should be developed. <br /> § 17781 Leachate Control- :Adequate steps to monitor, <br /> collect, treat, and effectively dispose of leachate <br /> should. be developed. Disposal trenches were reported to <br /> be constructed to the depth of groundwater and thus <br /> placed waste in direct contact with groundwater in <br /> violation of 14 CCR 17704- Contact with Water. The <br /> forthcoming Site Investigation Document may help DISC and <br /> the RWQCB to establish leachate monitoring/control <br /> requirements and/or determine if the removal of wastes <br /> from the water contact zone is warranted. <br /> § 17783 Gas Monitoring and Control- Although no landfill <br /> decomposition gas was detected using a CGI in the areas <br /> monitored by CIWMB staff during the 4/19/93 multi-agency <br /> investigation, the site owner should further evaluate the <br /> site for the presence and movement of gases (methane and <br /> trace gases) and take necessary action to control such <br /> gases.
