DESCRIPTION OF FACILITY <br /> A. Ownership. Operations and Location <br /> Naval Communication Station--Stockton (hereinafter <br /> referred to as "Naval Communication Station") owned by <br /> the Naval Communication Station, located on Rough and <br /> Ready Island in Stockton in San Joaquin County, has <br /> applied to the State of California, Department of Toxic <br /> Substances Control (hereinafter referred to as "the <br /> Department") for a Hazardous Waste Facility Permit to <br /> store hazardous waste generated on-site in Building <br /> 804A. The operator of the facility is the Defense <br /> Reutilization and Marketing Office--Stockton (DRMO) . <br /> The dimensions of this existing building are 80 feet by <br /> 40 feet. There are ten separate storage cells located <br /> in this building. Three cells each have a storage <br /> capacity of 8,380 gallons while six other cells each <br /> have a storage capacity of 4, 080 gallons. The <br /> polychlorinated biphenyls (PCB) storage cell has a <br /> storage capacity of 3 , 352 gallons. Oils, solvents, <br /> caustics, batteries, PCB contaminated items, oxidizers, <br /> acids, asbestos and water reactive waste are the <br /> hazardous wastes stored in this building. Each is <br /> stored in a separate cell. . <br /> The design and construction of Building 804A complies <br /> with state and federal standards and have been <br /> certified for their intended uses by an engineer <br /> registered in California. This is the only area <br /> on-site where hazardous waste may be stored over 90 <br /> days and PCB items stored over 30 days. <br /> B. Compliance With California Environmental Quality Act <br /> CE A <br /> The Department's Region 1, Regional Administrator <br /> (hereafter referred to as Regional Administrator) has <br /> -1- <br />
