DESCRIPTION OF FACILITY A. Ownership. Operations and Location Naval Communication Station--Stockton (hereinafter referred to as "Naval Communication Station") owned by the Naval Communication Station, located on Rough and Ready Island in Stockton in San Joaquin County, has applied to the State of California, Department of Toxic Substances Control (hereinafter referred to as "the Department") for a Hazardous Waste Facility Permit to store hazardous waste generated on-site in Building 804A. The operator of the facility is the Defense Reutilization and Marketing Office--Stockton (DRMO) . The dimensions of this existing building are 80 feet by 40 feet. There are ten separate storage cells located in this building. Three cells each have a storage capacity of 8,380 gallons while six other cells each have a storage capacity of 4, 080 gallons. The polychlorinated biphenyls (PCB) storage cell has a storage capacity of 3 , 352 gallons. Oils, solvents, caustics, batteries, PCB contaminated items, oxidizers, acids, asbestos and water reactive waste are the hazardous wastes stored in this building. Each is stored in a separate cell. . The design and construction of Building 804A complies with state and federal standards and have been certified for their intended uses by an engineer registered in California. This is the only area on-site where hazardous waste may be stored over 90 days and PCB items stored over 30 days. B.
