Hazardous Waste Facility Permit <br /> Naval Communication Station Stockton <br /> determined that these units are exempt from CEQA as per <br /> Section 15301, Title 14, California Code of Regulations <br /> (CCR) , because they are existing facilities. <br /> II. STANDARD CONDITIONS <br /> A. References and Terminology <br /> All parts in this permit are identified by Roman <br /> numerals. The items set forth in each part shall apply <br /> to the owner, operator and/or facility in addition to <br /> the items set forth in any preceding and/or following <br /> part of this permit. The owner or operator is <br /> DRMO--Stockton, operator of Building 804A. The owner of <br /> the facility is Naval Communication Station--Stockton. <br /> The 10Operation Plan for a Hazardous Waste Storage <br /> Facility at the Naval Communication Station Stockton" <br /> dated June 1, 1989, and revised September 10, 1990, is <br /> referred to in this Permit as the Operation Plan. <br /> B. Effect of Permit <br /> 1. The Department's issuance%of this permit does not <br /> release the owner or operator from any liability <br /> or duty imposed by federal or state statutes and <br /> regulations or local ordinances, except the <br /> obligation to obtain this permit. In particular, <br /> unless otherwise specifically provided in this <br /> permit, the owner or operator shall comply with <br /> the provisions of Chapter 6.5 of Division 20 of <br /> the Health and Safety Code (H&SC) and Title 22 , <br /> CCR, Division 4 . 5. <br /> 2 . The Department' s issuance of this permit does not <br /> prevent the Department from adopting or amending <br /> regulations, issuing administrative orders or <br /> obtaining judicial orders which impose <br /> requirements which are in addition to or more <br /> stringent than those in existence at the time this <br /> permit was issued, and does not prevent the <br /> enforcement of these requirements against the <br /> owner and/or operator of the facility. The owner <br /> or operator shall comply with any such additional <br /> or more stringent requirements in addition to the <br /> requirements and conditions specified in the <br /> permit. Where appropriate, this permit is also <br /> subject to H&SC Sections 25159. 5 and 25159. 6 <br /> relating to the incorporation of federal <br /> -2- <br />
