Hazardous Waste Facility Permit <br /> Naval Communication Station Stockton <br /> 2 . Signs indicating that the hazardous waste area of <br /> the facility contains hazardous waste shall be <br /> placed on the perimeter fence of the building and <br /> at locations where it is anticipated that <br /> unauthorized persons may enter the active portion <br /> of the facility. <br /> Wording of the signs shall be in English, <br /> "Caution--Hazardous Waste Area--Unauthorized <br /> Persons Keep Out", and Spanish, "Cuidado! Zona de <br /> Residuous Peligrosos. Prohibida la Entrada a <br /> Personas No Authorizadas" . Signs shall be legible <br /> from a distance of 25 feet. <br /> I. Inspections <br /> 1. The owner or operator shall inspect the facility <br /> in accordance with Section VIII. D of the Operation <br /> Plan, for malfunctions and deterioration, operator <br /> errors and discharges which may cause or may lead <br /> to the release of hazardous waste constituents to <br /> the environment or a threat to human health. The <br /> owner or operator shall conduct these inspections <br /> often enough to identify problems in time to <br /> correct them before they harm human health or the <br /> environment. <br /> 2 . The owner or operator shall inspect all monitoring <br /> equipment, safety and emergency equipment, <br /> security devices, and operating and structural <br /> equipment (such as dikes and pumps) that are <br /> important to preventing, detecting, or responding <br /> to the environmental or human health hazards in <br /> accordance with the written inspection schedule in <br /> the approved Operation Plan. <br /> 3 . The owner or operator shall test and maintain all <br /> safety and emergency equipment (alarm systems, <br /> fire protection equipment, spill control <br /> equipment, and decontamination equipment) as <br /> necessary to ensure proper operation in the event <br /> of an emergency. <br /> 4 . The owner or operator shall remedy any <br /> deterioration or malfunction of equipment or <br /> structures which the inspection identified as soon <br /> as possible to ensure that the problem does not <br /> -18- <br />
