The proposed work is planned to proceed in phases and is intended to remove and <br /> properly dispose of currently-identified contaminated soil, to verify the completeness of the <br /> removal, and to provide for additional investigation, if needed, to fully evaluate the nature and <br /> extent of any remaining contamination. <br /> BACKGROUND AND INITIAL AGENCY INSPECTION <br /> ' Site Location and Operations <br /> Marina West Marine Services ("Marina West") leases property on the south levee of the Village <br /> West Marina, located on Fourteenmile Slough in Stockton, California. Marina West conducts boat <br /> repair and maintenance. Figure 1 shows the location of the operation on the Village West Marina. <br /> The operational area is depicted in greater detail on Figure 2. As part of their repair and <br /> maintenance work, boat hulls were sometimes pressure-washed, resulting in the deposit of paint <br /> chips to the surface. Boat undersides are often painted with a copper-based, anti-fouling material. <br /> ' The anti-fouling paint contains up to 50% cuprous oxide, an insoluble and extremely stable <br /> compound.
