Aboveground Storage Tank and Secondary Tank Assessment <br /> MOUNTAIN VALLEY EXPRESS <br /> 1019 Bessemer Avenue, Manteca, California <br /> 1.0. INTRODUCTION <br /> The purpose of this Aboveground Storage Tank (AST) Assessment (Assessment) is to <br /> assess the condition of the waste oil AST utilized by Mountain Valley Express (facility), <br /> located at 1019 Bessemer Avenue, Manteca, California. Additionally, the assessment <br /> addresses compliance with AST requirements for use as a vessel for temporary storage <br /> and accumulation of the waste oil from facility maintenance activities. <br /> 2.0. TANK ASSESSMENT <br /> This Assessment discusses the suitability of the onsite facility AST for purposes of <br /> temporary storage and accumulation of the waste oil from maintenance operations. The <br /> facility location map and site plan are included as Figure 1 and Figure 2, respectively. The <br /> top, front north face and slanted, top and north face AST views are demonstrated on <br /> Figure 3. The professional engineer certification is included between the title page and <br /> table of contents of this Assessment. Specific sections of the assessment are also certified <br /> in Table 1. <br /> 2.1. ABOVEGROUND STORAGE TANK (AST) DESCRIPTION <br /> The waste oil AST is double walled, with the secondary annular shell having sufficient <br /> capacity to contain a leak from the primary annular shell. The AST description is included <br /> as Table 2. <br /> 2.1.1. AST Name and Markings <br /> The AST is identified by facility personnel as the waste oil AST. There are labels clearly <br /> legible on the top, north, south and west AST sides (Figure 3), including: <br /> • Emergency vent secondary; <br /> • Annular space monitoring; <br /> • Waste oil; <br /> • Manufacturer and Underwriters Laboratory (UL) placard; <br /> • Hazardous waste disposal label; and <br /> Advanced GeoEnvironmental,Inc. <br />
