process or used or reused as a safe and effective substitute for commercial products. However, HSC <br />Section 25143.2(b) also lists exclusions which include used oil under HSC 25143.2(e)(7). But, <br />HSC 25143.2(e)(7)(A) allows exceptions for used oil being considered a hazardous waste including <br />HSC Section 25250.1(b). <br />HSC Section 25250.1(b) lists two conditions that allow used oil not to be considered hazardous <br />waste and either condition (1) or (2) can be met. There are several requirements in the subsections <br />of HSC Section 25250.1(b)(1) that are met by Forward. One of the main requirements is that <br />Forward's used oil meets the purity standards listed in HSC Section 25250. 1 (a)(3)(B) for recycled <br />oil. <br />The used oil from the 250 gallon tank is periodically removed from the tank and sent to a certified <br />oil recycling facility. A copy of the oil recycler's certificate accepting the used oil from the 250 <br />gallon tank at Forward is provided in Appendix C. While at the Forward Landfill, the used oil tank <br />is managed in accordance with HSC Section 25143.9. <br />2.8 Structural Damage 122 CCR t 66265.191(g)(8)1 <br />A visual inspection was performed of the tank. No cracks, dents, or other structural damage was <br />observed. <br />2.9 Integrity Examination 122 CCR g 66265.191(g)(9)1 <br />A visual inspection was performed of the tank. No cracks, dents, or leaks were observed on the <br />surface of the tank. The concrete pad under the tank was inspected and no indication of leaks was <br />observed. <br />2.10 Remaining Service Life 122 CCR � 66265.191(8)(10)1 <br />Based on discussions with Ruben Ramirez, Site Supervisor, the tank has been in use since at least <br />July 1, 1991 and is, therefore, a minimum of 19 -years old. The typical service life for metal above <br />ground storage tanks is 20 to 30 years. However, since the tank was UL rated for below ground <br />storage, it may have additional protection from corrosion than typical ASTs. <br />4 <br />0 0 <br />
