NARRATXVE <br /> VI. IDENTIFICATION AND SCREENING OF SOURCE REDUCTION MEASURES <br /> The site was not captured by SB 14 requirements in 1998. Therefore, the staff <br /> from. the Facility Services has not evaluated source reduction measures for the <br /> site. This is discussed in the Hazardous Waste Management Performance <br /> Report. The following approaches are considered in the source reduction <br /> methods for each major waste stream generated at the facility: <br /> • Operational Improvements <br /> • Input Changes <br /> • Production Process Changes <br /> • Administrative Steps (please note: current administrative controls <br /> implemented are described in Section III) <br /> • Product Reformulation <br /> The optional Matrix and Measure Form described in the SB 14 Hazardous Waste <br /> Source Reduction Planning Guidance Manual is used to screen source reduction <br /> measures for Facility Services. A Matrix and Measure Form for each of the <br /> major waste streams has been provided in Appendix D. <br /> Facility Services used a 1 to 5 rating for evaluating seven factors for each of the <br /> potential source reduction measures, with 1 ranking being the least likely <br /> feasible and 5 ranking being the most likely feasible. Each of the seven factors <br /> considered in source reduction were given a weighted score. The weighted <br /> score was based on a scale of 1 to 5, 1 being the lowest weight given on a <br /> factor and 5 being the highest weight given to a factor. Source reduction <br /> measures scoring a 50 or better are selected for evaluation and possible <br /> implementation. Input changes such as product substitution are not feasible <br /> since Facility Services is not a product manufacturer and substitution of <br /> products will not have an effect on change of amount in waste generation. <br /> Facility Services does not manufacturer products; therefore input changes and <br /> product reformulation are not considered feasible source reduction measures. <br /> Input changes are considered for the cleaning of painting equipment that <br /> generates the waste paint thinner.
