Hazardous waste <br /> generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated <br /> manifesting procedure on site for three years and have them readily available for review. 'Immediately locate a copy of <br /> all manifests and receipts for the last three years, maintain them on site, and submit copies to the EHD. <br /> This is a minor violation. <br /> 301 CCR 66262.34(d)(2)Facility not maintained to minimize the release of a hazardous waste. <br /> Dark, staining was observed on the soil;on the southwest corner next to the Setup building. Oil stained soil and <br /> absorbent was observed under the air compressor outside of the ag shop. Oily staining was observed under a bin in <br /> the yard east of the warehouse. Fuel was observed leaking from a tank on a truck onto the ground below, east of the <br /> warehouse. Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of <br /> hazardous waste to air, soil, or surfacel�fater which could threaten human health or the environment. Immediately <br /> clean all stained soil and manage accoi`ding to Title 22 hazardous waste regulations. Submit a statement and <br /> supporting documentation explaining haw this waste was managed. <br /> This is a minor violation. <br /> 303 CCR 66262.34(d)(2)Failed to maintain.ail communication or alarm systems, spill control,or decontamination <br /> equipment. <br /> The eyewash in the Setup building was observed blocked by a tractor parked in front of it. All facility communications <br /> or alarm systems, fire protection equipment, spill control equipment, and decontamination equipment, where required, <br /> shall be tested and maintained as necessary to assure its proper operation in time of emergency. Immediately begin <br /> this practice and maintain clear access' to all emergency equipment. <br /> This is a minor violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> A 55 gallon brown steel drum of waste.diesel was observed with an open bunghole in the yard north of the wash bay. <br /> A 55 gallon green steel drum of used antifreeze and a 55 gallon black steel drum of oily liquid were observed with <br /> open, unsealed lids in the hazardous waste storage area west of the ag shop. All hazardous waste containers shall <br /> be closed at all times except when adding or removing waste.
