A 55 gallon green steel drum of used antifreeze with no accumulation start date and a 55 gallon black <br /> steel drum of oily liquid with no label were observed in the hazardous waste storage area west of the ag shop. A 55 <br /> gallon black steel drum of used absorbent was observed in the ag shop with no hazardous property marked; the <br /> hazardous property was marked at the time of inspection. A 5 gallon white plastic bucket in the yard at the southwest <br /> corner of the Setup building and three 5;;gallon white plastic buckets and a 2 gallon white plastic bucket in the wash <br /> bay, all containing oily liquid, were observed with no labeling. All hazardous waste containers shall be marked with <br /> the following information: <br /> -the words"Hazardous Waste" <br /> -name and address of generator <br /> -hazardous properties <br /> -physical state <br /> -composition (contents) <br /> -accumulation start date <br /> Immediately label these containers and ensure that all containers are marked with all the required information. Since <br /> it cannot be determined how long the waste diesel, used antifreeze, or oily liquid has been on site, immediately <br /> contact a licensed hazardous waste hauler to dispose of this waste under manifest and submit a copy of the manifest <br /> to the EHD. <br /> This is a Class 11 violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Bills of lading for the recycling of used oil filters for the last three years were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> Three 55 gallon drums of used oil filters were observed with open, unsealed lids. Used oil filters shall be drained of <br /> free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil filters,"and marked with an <br /> accumulation start date.
