PURPOSE <br /> To establish policy and procedures for responding to hazardous material/waste releases or spills <br /> within state right of way and at Caltrans Maintenance Stations.located throughout District 10. <br /> To satisfy the requirements of Section 25504 of Chapter 6.95 to Division 20 of the California <br /> Health and Safety Code, Subsection (1) of Title 8, Chapter 4, OHSA General Industry Safety <br /> Order 5192 and Chapter D5.09 of the Caltrans Maintenance Manual. <br /> DEFINITIONS <br /> Emergency Response: A response by personnel from outside the immediate release area or by <br /> other designated responders (fire department or mutual aid group) to an incident which is likely <br /> to cause exposure to a toxic substance or which could pose danger to employees or the public. <br /> Site operations include all activities that are necessary to restore the site to normal operations. <br /> Each incident will be divided into two phases, emergency phase and post-emergency phase. <br /> (a) EMERGENCY PHASE: A response effort to an incident involving hazardous <br /> materials which results, or is likely to result, in an uncontrolled release, which may <br /> expose employees, the motoring public or the environment to risk. The emergency phase <br /> usually ends after the stabilization of the incident, `vhen hazards have been reduced or <br /> eliminated and no longer pose a serious threat to human health unless, the initial <br /> responding team continues to work to remove the remaining hazards. <br /> (b) POST-EMERGENCY PHASE: That portion of a spill response performed after the <br /> immediate threat of a release or threatened release has been stabilized or eliminated and <br /> cleanup of the site has begun. <br /> ORGANIZATION AT SCENE <br /> The Standardized Emergency Management System (SEMS) will be utilized for scene <br /> management at all hazardous material spill sites in District 10. <br /> The CHP is the incident commander on all state highways, freeways and most state routes, and at <br /> all hazardous material/waste releases or spills at all state facilities. The first qualified Caltrans <br /> employee at the scene of a hazardous material spill on state right of way shall assume the role of <br /> Incident Commander. Upon arrival the law enforcement agency representative will then assume <br /> the position of incident commander. <br /> 5 <br />
